WELCOME TO MINISTRY OF PHYSICAL PLANNING & URBAN DEVELOPMENT

HISTORICAL EVOLUTION

Since the creation of Lagos State, what is today known as Ministry of Physical Planning and Urban Development has always been the hub of Town Planning activities in the State.

It was either an appendage or a department in the other Ministries, like Ministry of Works and Planning in the 70’s, while it was under Ministry of Economic Planning and Land Matters under the then Military Governor’s Office in the 80’s.

Over the years, Town-Planning activities within the State increased in geometric progression and at the advent of the Administration of Asiwaju Bola Ahmed Tinubu as the Executive Governor of Lagos State in 1999, the creation of a dedicated Town Planning office became a child of necessity.

Hence the creation of the Office of Physical Planning in February 2001 under the aegis of Ministry of the Environment and Physical Planning.

Furthermore, in January 2003, the Ministry of Environment and Physical Planning was split into two Ministries, thereby conferring on Ministry of Physical Planning , the status of a full fledged Ministry with its own Honourable Commissioner and Permanent Secretary.

In consonance with the increase in the scope of operations of the Ministry and in an unprecedented manner, the nomenclature and the purview of the Ministry was once again expanded to include Urban Development, in July 2003.

The Ministry, as at today comprises  of four Professional Town Planning departments , two support departments and four units. These are:

Professional Town Planning Departments

(i) Development Matters
(ii) Physical Planning
(iii) Urban Development
(iv) Regional & Master Plan Department

Support Departments

(i) Finance &Administration
(ii) Accounts Department

The Units are:

i.Lagos State Physical Planning Information Centre [LASPIC]

ii.Regional Development

iii. Press/Public Relations

iv. Internal Audit

The various departments are headed by Directors , while the Permanent Secretary is the administrative head of the Ministry , under the leadership of the Honourable Commissioner, who is at the helm of affairs of the Ministry .

In addition to the earlier mentioned departments and units, the Ministry also plays a supervisory role in the affairs of two parastatals, namely Lagos State Urban Renewal Authority (LASURA) and Lagos State Physical Planning and Development Authority (LASPPDA). These parastatals are headed by General Managers, who report to the Honourable Commissioner, through the Permanent Secretary.
